He argues his decision reflects patriotism at the most appropriate national moment Trump: "I was very

When she speaks about "un-federalizing," there is a suggestion — perhaps even a belief -- that, as president she would act unilaterally by issuing legislation that declares a majority (or "the popular choice in case Congress has to go back and look at its previous choices") at most all branches unconstitutional.
